Controversies | • Accused of committing fraud: Satish Kaushik was a part of the Chandigarh Film City project in alliance with Parsavnath Developers (a real estate company). In 2007, he acquired a 30-acre land from the Chandigarh administration in Sarangpur village, Chandigarh, to construct an Rs. 800 crores worth multimedia-cum-film city. Later, it was exposed by the media that the land was leased by Satish and Parsavnath Developers at a cheaper price than the actual cost. Following the media's exposure, the Central Vigilance Commission (CVC) established a committee to conduct an investigation. The committee in its report stated that the land was leased to them at Rs. 191 crores, whereas the actual cost of leasing the land was around Rs. 1200 crores. Later, the Chandigarh administration cancelled all the dealings with Parsavnath Developers, forcing the developers of the film city to pull out. Thereafter, a case was registered against Satish and the inquiry was handed over to the Central Bureau of Investigation (CBI). However, Satish later got a clean chit in the case as the authorities could not prove his involvement in the fraud. While giving an interview, Satish said, "I had given a detailed presentation on the basic concept of the project and was a creative partner with Parsvnath. I have now come to know that Parsvnath has decided to opt out of the project and UT administration is strongly considering allowing it. But I am being kept out of the loop and neither of the two parties have cared to inform me."• Accused of using derogatory remarks against the Dalits: A farmer named Lal Bihari Mritak, on whom Kaagaz was based, accused Salman and Kaushik of changing the film's title as well as his name in the film. He also accused them of using abusive language in the film's dialogues against the Dalits. He further said that as per the agreement, the filmmakers were supposed to narrate and discuss the script of the film prior to its production. While giving an interview, Lal Bihari Mritak said, "Impressed by my life and story, Kaushik along with scriptwriter Imtiaz Hussain met me in 2003. After a long conversation, I gave them my consent for making the film on my life. He said Kaushik did not keep his promise of narrating the movie script before filming it. Mritak added Kaushik promised to call the film Main Zinda Hu. But he titled the movie Kaagaz. Kaushik did not take my permission to change the title."
